I passed all the skillchecks and when it got to the time to talk to rhagaea this happened . Auto offer does nothing and its just not working

You could marry your companions in Warband, you just had to land them first. Funnily enough you could also do gay marriages this way, if you were a female character and landed a female companion. The game counted them as men so you could marry them like men. Basically what I'm saying is, bring back my gay marriage workaround TW!
No, not yet, you cannot create your own kingdom so there's always a king above you for now I think. Actually I think you can create your own kingdom. You just need to get to a specific point in the main quest, have 1 fief, be at least clan rank 3 and have enough troops. There's a chance I'm wrong though. #7.
You can hire some minor factions as mercenaries or enlist them to your kingdom in other ways, but there is currently no way to join minor factions as a member. At the moment there is no way of joining, though it could potentially be added in later. Maybe they were working on it and it just had too many problems associated with it, I'm not sure.

All heroes should appear in the in-game encyclopedia. There's no need to use capital letters, it works without them. I can't think of why the command would fail, except maybe if there were two npcs with the same name. I just tested it on Apys and Rhagaea in a save game of mine and it worked as intended.

Some settlement quests ask you to escort a caravan across the map. Once you’ve accepted the quest, go outside the settlement and let time pass until the caravan appears—it usually won’t take more than 15 seconds of waiting.
